Pickering Commission Completes Work on Hunting

SAM’s Pickering Commission is nearing completion of its examination of Maine’s hunting laws, focusing on ways to make hunting easier and more enjoyable. In addition to the task of clarifying and simplifying hunting laws, the commission looked for ways to reverse the steady decline of hunters.
The commission’s recommendations will go to SAM’s Board of Directors and the Department of Inland Fisheries and Wildlife in December, for consideration and action. The commission’s work was funded with a grant from the Maine Outdoor Heritage Fund. Former SAM executive director George Smith led the project.
"I’m very grateful to the exceptional people who participated in this project," said Smith, "especially Andrea Erskine, DIF&W’s Deputy Commissioner, and Dan Scott of the Maine Warden Service."
"Andrea’s extensive knowledge of the laws, and Dan’s experience in the enforcement of those laws, helped us create recommendations that will be both useful and practical," said Smith.
The commission will make recommendations on the hunter safety programs, landowner relations program, licenses and fees, the tagging and registration system, deer and moose lotteries, permit transfers, and many other specific areas of the law.
Perhaps of most interest is a major revision of DIF&W’s licensing system. The commission heard a proposal offered by Bill Swan, DIF&W’s Director of Licensing, for a comprehensive hunting license covering all hunting opportunities.
This would replace the current system of more than 65 hunting licenses and permits. The resident hunting license would cost between $30 and $35, and the nonresident license would cost between $110 and $125.
Swan designed the proposal to be revenueneutral. In other words, the new system is expected to raise the same amount of money from hunters as the existing system.
